half of all American adults—90 million—struggle with
basic reading, math, and reasoning skills. For example, many
workers cannot understand the information in a Material Safety
Data Sheet (MSDS), a key source of information about chemical
hazards on the job.
This
manual is designed to:

health and safety trainers to the experiences and training needs
of workers with limited literacy skills.

trainers with tools and practical tips for developing materials
and programs with literacy in mind.
It
includes literacy definitions and statistics, tips for gathering
